The first version of STCW was adopted by the International Maritime Organization (IMO) in 1978. It entered into force in 1984. Since then, it has been amended several times to keep up with the changes and challenges in the maritime industry.


The main objectives and benefits of STCW are:


  • To ensure that seafarers are trained and certified according to internationally agreed standards



  • To promote safety of life and property at sea and protection of the marine environment



  • To facilitate international trade and cooperation among maritime nations



  • To enhance the quality and efficiency of maritime services



  • To harmonize and simplify the documentation and verification of seafarers' credentials



  • To prevent fraudulent practices and abuses in seafarers' certification



The scope and application of STCW cover:


  • All seafarers who are employed or engaged on board ships that are entitled to fly the flag of a Party to the Convention



  • All ships that are entitled to fly the flag of a Party to the Convention, except warships, naval auxiliaries, fishing vessels, pleasure yachts not engaged in trade, wooden ships of primitive build, or vessels operating exclusively in inland waters or waters within or closely adjacent to sheltered waters or areas where port regulations apply



  • All Parties to the Convention, which are required to implement its provisions in their national legislation and administration



  • All Administrations that issue certificates or endorsements to seafarers under the Convention



  • All port State control authorities that verify compliance with the Convention during inspections or investigations



  • All recognized organizations that act on behalf of the Administrations under the Convention



What are the main changes in the 2017 edition of STCW?




The 2017 edition of STCW incorporates all the amendments that were adopted by the IMO since the previous edition in 2011. These amendments include:


  • The Manila Amendments, which were adopted in 2010 and entered into force in 2012. They introduced significant changes to the STCW Code, such as new requirements for security training, medical fitness, hours of work and rest, leadership and managerial skills, and marine environmental awareness. They also revised and updated the standards for various categories of seafarers, such as masters, officers, ratings, electro-technical officers, and able seafarers.



  • The 2014 Amendments, which were adopted in 2014 and entered into force in 2016. They clarified some provisions of the Manila Amendments, such as the transitional arrangements, the validity of certificates, and the recognition of certificates.



  • The 2015 Amendments, which were adopted in 2015 and entered into force in 2017. They introduced new requirements for seafarers serving on board ships operating in polar waters, such as basic and advanced training in polar waters, ice navigation, and cold injury prevention.



  • The 2016 Amendments, which were adopted in 2016 and entered into force in 2018. They amended some provisions of the STCW Code regarding emergency training drills, survival craft and rescue boats, personal survival techniques, fire prevention and fire fighting, and proficiency in fast rescue boats.



  • The 2018 Amendments, which were adopted in 2018 and entered into force in 2020. They amended some provisions of the STCW Code regarding electro-technical ratings, high-voltage installations, security-related training, and emergency towing procedures.



The main highlights of the new requirements for seafarers, administrations, port state control authorities, recognized organizations and other relevant parties are:


  • Seafarers must undergo periodic refresher training to maintain their competence and update their knowledge and skills



  • Seafarers must have documentary evidence of meeting the standards of competence specified in the STCW Code



  • Seafarers must have an appropriate certificate or endorsement issued by or under the authority of a Party to the Convention



  • Seafarers must comply with the minimum hours of rest and maximum hours of work specified in the STCW Code



  • Seafarers must have adequate knowledge of the English language to perform their duties effectively



  • Administrations must ensure that their national legislation and administration are in conformity with the provisions of the Convention



  • Administrations must establish quality standards for their maritime education and training institutions and programs



  • Administrations must communicate to the IMO any information concerning their implementation of the Convention
